The Willow Creek project is a long awaited transformation of a blighted neighborhood, formerly known as Chester Bowles Park, into a thriving community rooted in safe, accessible, and affordable, quality housing, as well as home ownership choices in Hartford’s Northend. Designed as a multi-phase revitalization project, the new complex will consist of 59 small scale buildings organized around green space aimed at fostering social interaction and a healthy living environment.

Willow Creek is the outcome of a strategic public—private partnership between the Housing Authority of the City of Hartford and JHM Financial, making possible the redevelopment of functionally and physically obsolete 1950s barrack-style housing to renewed affordable rental and homeownership opportunities. Of the six-plus phased project phase I and II have recently been completed and aim to achieve LEED certification. Phase III, nearing the start of construction is designed to Passive House standards.
