The Windward

Bridgeport, CT

A revived housing complex promotes health, community and resiliency

Located near Seaside Park in Bridgeport’s south end, the Windward Apartments replace Marina Village, an early public housing project that was already showing its age when it was adversely affected by superstorms Sandy and Irene. With high-performance housing, a 10,000- square-foot medical clinic, a park and a recreation area, as well as strategies that that respond to extreme weather events, the project is designed for long-term health and wellbeing. 54 housing units have been built and several hundred more are on currently on the boards.

The first phase of Windward Apartments comprises four buildings. A four-story corner building fronts a commercial neighborhood along Park Avenue and houses the Southwest Community Health Center on the first floor along with a community room and fitness center – apartments are on the upper floors. Three smaller-scale residential buildings face Johnson Street and balance the residential character of the neighborhood.

As a resiliency measure, the grade was raised and the first floor constructed above the floodplain in the event the projections are exceeded. The green space and parking area at the southeast portion of the site pitches toward the Sound, and the drainage of walkways and roads also incorporate Resilient Bridgeport guidelines.

The apartments, which range from 1 to 3 bedrooms, serve a range of income levels – all are designed to comply with Energy Start v3.1, Indoor airPLUS and LEED for Homes Gold requirements and utilize efficient systems that integrate air sealing measures to improve indoor air quality, reduce resource consumption and reduce utility bills.  Common areas include a gym, recreation center, computer lab and space outside for barbecues. Phase II is currently in construction.
