The Willow Creek project is a long awaited transformation of a blighted neighborhood, formerly known as Chester Bowles Park, into a thriving community rooted in safe, accessible, and affordable, quality housing, as well as home ownership choices in Hartford’s Northend. Designed as a multi-phase revitalization project, the new complex will consist of 59 small scale buildings organized around green space aimed at fostering social interaction and a healthy living environment.

Willow Creek is the outcome of a strategic public—private partnership between the Housing Authority of the City of Hartford and JHM Financial, making possible the redevelopment of functionally and physically obsolete 1950s barrack-style housing to renewed affordable rental and homeownership opportunities. Of the six-plus phased project phase I, II and III have recently been completed and achieved LEED certification and Energy Star. Additionally, Phase III is Indoor Air Plus, Zero Energy Ready, and Passive House winning the 2022 Community Development Recognition Award in the Passive Housing Institute US (PHIUS) Design Competition.
